Well, one could argue that a certain level of consequence isn't wrong in a game. Choices have repercussions. And they can not always be purely positive, else it would hardly be a choice.
On the other hand, one could also argue that STO (sadly) doesn't have a lot of consequences to begin with and it is somewhat strange that it would start here ...
It'd be cool if you could open PvP around Drozana station but then it wouldn't be much of a neutral facility - would it?
well It could be a safe zone. Maybe if they made the entire neutral zone open PvP, and your team did'nt have any territories near Drozana, you would have to "run the blockade". YOu would have to just try running through Klink or Fed territory to refuel and resupply and stuff.
I think that they should do zones like what has been suggested before, like a risk PvP map. What if K07 could be captured? Yes you would'nt be able to get any missions from it but maybe they could set it up like this. Every time K-7 is captured, Battle Fleet Omega (or something) that contains 5-7 ships which would be led by the chief officer of K-7.

Thwart pirates as Fed
Fight over Por tAuthority as KDF.
Destroy five player ships and you get a little bonus xp - defeat enough and get a title. Get too close to the station and you get fired on if you aggroed someone.

Both cool ideas that would have more of a story than a constant on going battle for no apparent reason as it currently sits.

It would be neat and show the Ferengis less as comic relief and more as shrewd businessmen who can actually create peace through threat of arms - if only for Profit (I'm assuming the Ferengi own Drozana).
You can fight - just take it outside the station's firing radius. The nosy Feds might be scanning cargo for contraband headed toward the Federation while the Klingons are trying to subvert it. Meanwhile, the Ferengis are like "take it outside, boys" and by outside they mean the airlock.
All of this is PvP "flavor" that makes entering the system more dynamic.

The strange thing is that what I suggested were PvP goals with a story framework. It'd be an open PvP area but also a neutral meeting hub. Maybe your captain challenges a klingon to battle and go out for drinks later - maybe one fleet meets another and duke it out.
It opens it up to dynamic fighting - but makes the station a safe spot.
