***Resolved Issues***
  • "Login failed for unknown reason" error
  • Missing additional character slot for current/ lapsed Gold Members
  • Slow patching in the launcher
  • A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally

Photonic Fleet is a Science Captain skill gained at level 38 (Captain Grade 8).

You can't get it for a BO at all. You must be a science captain.
