If you use one of the ingame mail consoles, there are a couple of the attachment slots at the the bottom of the dialog box, just drag any items you want from your inventory. Then send the mail to your character handle.
To retrieve the items just use another ingame mail console with your alt character. Simple!
You need to use a mail terminal to do this; you cannot mail items from the normal drop-down menu.
Mail terminals are located on starbases (or planet bases, etc). They're typically next to the bank and exchange terminals. In Earth Spacedock at Sol, they're in the same room as the bank terminals.
If you compose a mail at one of those terminals, there's slots in the mail for you to drag and drop items. You can drag stuff from your inventory this way. You can also drag and drop unassigned bridge officer candidates from the roster window like this.
Note this is specifically bridge officer candidates. If you've already commissioned them as part of your crew, you can't trade them right now. This feature has been confirmed as coming, but no ETA.
As said above, you need to use a mail console, located near the bank and exchange.
Just two pieces of advice. First, you can't send credits or any other currency to other characters. Second, if an item is Bound (which you can see by reading the description) then you won't be able to send it.
