Its not pointless, however you rob your self the opportunity to use something else. For advanced escort, 2xHE is fine, for fleet is tough choice.

I run HE1 & HE2 on my Negh'Var for the simple reason that I like to spread my heals among BOPs that I see that might need it. It also has saved myself countless times when fighting multiple Feds and waiting for reinforcements. 15 seconds without a heal can be the difference. Also, don't forget that HE boosts your damage resistance.

On a BOP or Escort I'd probably not run both ranks, though.

Hazard emitters has a 15s uptime and 30s downtime. With 2 that gives you a combined 30s uptime and 15s downtime. So no its not pointless at all.

This is part of why science ships have such survivability issues in 1.2, because the only science hull heal has such a terrible uptime ratio that you absolutely must double up on it, and even then you get 15s of nothing, and like someone said, 15s is a very long time in PVP. For other ship classes its not much of an issue. Cruisers have way more going for them heal wise, and escorts can run or kill stuff before its a problem.
