This may be a stupid question, but who sent the note. I have tried accusing Jobok and Lt. Hemek and it has failed me. So, can anyone tell me who the sender is? Thanks!

It was Professor Plum with the candlestick in the conservatory.

Spoiler ...

It was Hemek. The trick isn't figuring that out. It's remembering a couple of things in their proper order.

1- Make sure you talk to ALL historians. Including the one at the very tippy top of the temple. On the cliff off to the side there. That gets you credit for debunking all 4 pages.

2- Make sure you research the stuff so you know Jobok was involved. Talk to him before accusing Hemek. And tell him to do the right thing. It ticks him off, but gets you the proof you need to ...

3- Accuse Hemek after you've gotten Jobok to slip.

End Spoiler.

gather your information, talk to romulan ambassador and then follow your starship's recommendations.

Also, some of the things you say in Diplomacy can cause you to fail. So, think carefully about what you say. Don't just make claims without substance or you'll fail.

These are reading comprehension missions in a lot of ways and they require a little thought on everyone's part. I don't want them gone. I like them quite a bit. So, it would be advisable to think through it a bit.

Part of the fun of the Diplomacy missions is that they require a healthy bit of thought and that they are challenging in a non-pew pew way.

The ship's recommendations didn't help because I've failed trying it both ways.

Right and I failed it once because of one of the things that I said to one of them.

So, I'm hinting that maybe you should think how you choose your dialogue.

Superchum gave it to you up there. But it's in black text 'cause it's a spoiler. Just highlight over it with your mouse.
