There's literally no difference between the 3 ranks of RSP. You're better off with RSP 1, and other better powers in the LtC/Commander slots.

The benefit of RSP III is that it fits into the narrow Commander Engi slot. And so it leaves your Lt. Commander slot open for other things.

I use RSP III in my eng commander slot because it's pretty much the only decent commander ability.

This^^. Other than adding flexibility to one's build, there is no benefit.

Huh ? i would rather take aceton field III than RSP III......but most people take aux to SIF III if they can.

SIF III is too expensive for me atm... Besides, it frees up a slot for EPST or eng team. Aceton field III doesn't help when there's multiple ships on your ass and the recharge is too long for it to be much help but it would be ok in 1v1.
