I have run virus scans and laware scans and so far nothing. also tried to update to the new IE9 Beta since my IE 8 was already the most recent. Getting extremely annoyed

virus scans will not catch some of the hijaclking of IE and miss configured plugins that is why suggest you try hijackthis. if IE does not work properly then the launcher will not work.

the setting are showing the the IE internet options communications Lan settings are set to use a proxy. the game will not work through a proxy\ other than the poxies setup in the launcher options .
IE can not be set to a proxy for the launcher to work.

if you are using an army network it is very likely the ports required for the game are being blocked by the network admins

download and run nettest to check the ports

Nettest:
Go to http://files.champions-online.com/nettest.exe
Download this file and run it
A command prompt should appear running the test automatically

For good connections, column 1 and 3 have values around 500 kb/sec (outgoing/incoming), column 2 has values around 20 kb/sec (transfer rate). If the values in these columns is less than what is expected you may have filtering or blocked ports either on your personal network or from your ISP.

I ran it and the net test was unable to make a connection. as far as a proxy one wasnt on that I could see. The network has let me use STO before and stopped working recently.

well considering the recent network attacks it possible your army network has tighten secruity settings.
if nettest is timing out then you do not have port access or your firewall or antivirus is blocking it.

in IE select tools , internet options, connection tam , click on the lan settings and post what is displayed.

it is possible your network login is overriding setting becuase you are using a proxy to connect to the internet.

I turned off windows defender and nothing worked. Also this is what my IE said.

the use a proxy server for your LAn was checked and the port number was 80

the Bypass proxy server for local addresses was also checked

yes you IE is using a proxy that has to be uncheck for the launcher to work.
the nettest not running means the ports are being blcked by your network admin.

It is quite likely that the game will not work on most army bases. They don't really support that kind of thing. Web browsing is about all you can usually get.
