Oh, and I happened to use both CRF and CSV on my tac BO's. So no OP, you're wrong.
Normally I never post and just read the forums a LOT. I came across this wonderful thread and I throughly enjoyed other user comments. As for the OP, this is the most pointless forum post I think I've ever seen. I hope you're enjoying my opinion. I fly a cruiser and good escorts can take me down but I pretty much agree with others -- it all depends on how you fly, sometimes cruiser seems overpowered with heals and resists, but for every match I get creamed by skilled escorts I'm not going "waaaaah overpowered" you win some lose some you just have to keep playing. Mostly I find the game is about skill combinations and timing, well with regard to PvP anyway -- and of course utilizing team gameplay.
Even when my rank is at level 10, and I have the best shields I can find; and I put all my skill points into healing abilities, anyone at any rank, with cannon rapid fire, can pierce though my shields like they're made of frosting. This makes for a boring PvP match, when no matter what I do, I'm playing like I have removed my shields.

Note: My message is to the developers. I have no interest in any other players responses. So for all you people who have nothing to do in your lives but respond with unhelpful criticism to forum threads; kindly find something else to do. I'm not interested in your opinion.
As others have stated, in STO, the various magical BOff super powers are far more important than any actual technology that went in to your ship.
I recommend you try Emergency Power to Shields, and Transfer Shield Strength. These both heal your shields, and provide appreciable damage resistance, even at low levels. Look in to Captain skills that help you maximize these powers, particularly Emergency Power to Shields as several of these skills also increase shield energy, which provides a small boost to regeneration and resistance (you can use all you can get).
Keeping your speed high reduces the ability of your enemies to hit you at all, and never being hit is the best damage reduction there is. Later on, Evasive Maneuvers can help with this, and allows you to more easily change positions on the battlefield.
Reverse Shield Polarity can be useful but never consider it a primary defense mechanism, particularly after the upcoming changes to it.
