Often it'll just go back to it's 45 second cooldown without firing at all.
Other times, though less often, it'll just plain disappear instead of unleashing the cluster mines.
But, most of the time it just doesn't fire and goes on cooldown without doing anything.
The missfire thing isn't something new, I get it all the time with my topredos of any kind, I even get it with my phasers. The disappearing part could be that it's being fired upon just as the mines are deploying. That will destroy all of them even though it looks as if they've been scattered. Whether that's a bug or not I don't know.
I have also had times now, with it on my Klingon Lt. Commander K'Tanco, where the torp fires, mines spread out, activate and chase enemy but continue going past the enemy and just sit there. Annoying!
