Maybe instead of having a Fed Carrier, Fed cruisers and Science ships could have a hangar where they can launch maybe 2 or 3 runabouts. It would def help balance PvP.

I'm tired of typing up responses to these Fed Carrier demands and/or KDF Carriers are OP threads, so I'm just going to let StormShade answer for me:

I've beat carriers before. I have my methods. It's mostly the cool factor of launching ****. If you really wanted to balance it, you'd nerf BOP cannons a little and enhance stealth sight on a few science ships. I'd rather there wasn't a fed carrier. It'd be awesome if Fed ships could even launch one smaller ship each...

Don't use it as an argument for PvP balance then if it's more that you like the idea of launching shuttles. Let's keep it a non-combat ability.
Maybe we should have a Device that can launch a Runabout or Shuttle to collect anomalies. Deactivated in PvP scenarios to not overload anyone's graphics card or add unecessary targeting clutter.

And on some maps, there could be a random "Runabout Crash" trigger, that causes the Runabout to crash on the planet and you have to beam down to save the crew...

Might at least give that Del Taco shuttle thingy some purpose.

I think it would still help with balance. Even though you can beat them, if it were balanced, feds would win a lot more.

The KDF PvPs ten times as much as the average Fed Player, and like with any skill, they have gotten better with practice. If the Fed level progression required as much PvP as the KDF does, I could see your point, but most Feds PvE their way to VA, go into PvP with only PvE builds and skills, and get absolutely pwned, and then they accuse the KDF of being OP, whether it be because of Cloaks, Battle-Cloaks, Universal slots on BoPs, or Carriers.

Many Feds don't seem to understand, the devs, and a significant portion of the PvP community, find that the game is already well balanced so long as you know what the heck you're doing.

By going into battle only aware how to fight in PvE, of how to fight alone, one goes into battle knowing only themselves. This is the fatal flaw inherent to the majority of PvE-spoiled Feds. Now, all that being said, I would be in favor of putting the Delta Flyer in-game, as well as a few KDF fighters, and having a fighter vs Shuttle PvP mode..

I don't think the Feds should have a combat oriented style shuttle/fighter like system, nor anything like a dedicated carrier. However, it would be interesting ships large enough to hold a runabout/flyer to be able to launch them in a support manner. Perhaps sort of like a device battery but instead of it being used on you, it launches a runabout/flyer to your ally who is further than 10km to drop off supplies such as small hull repair or perhaps power boost, assuming they were not shot down first.

Or, if crew ever becomes useful again and becomes semi-limited, Cruisers could use runabouts/flyers to transport additional crew to the fleet.

Just a thought.

Gonna re-link a suggestion I made some time ago concerning this: click

The idea was to finally bring shuttles into STO whilst simultaneously finding some sort of pet-mechanic for the Feds that is neither a carbon copy of nor as important as the carrier. Basically, it is a "neat gimmick" that would allow you to choose several different types of shuttles as device items, bringing with it the neatly realistic side-effect that a cruiser will be able to (potentially) launch more shuttles than an escort. You could mix-and-match these shuttles with other device items you like, try an all-out "Runabout wing", or stay away from shuttles in general, instead preferring to stick with the other classic devices.
