Fed Toons already go into the lower level exploration clusters to gather their lower level crafting materials. There's nothing wrong with it, espiceally since the cluster missions level band to the player characters who initiates the mission.
It works exactly the same way gathering low level resources work for Federation Players. KDF just gets the extra patrol stuff as well. All the "extra" resources however in the new patrols will be given out at player level. Since the patrols themselves will scale with player level, the extra resources have to as well.
For new players to the KDF side this works out perfect because no matter when you run the new patrols you'll always get the appropriate recoures. If you have a advanced KDF character, youll have to go do some harvesting, but it's still better than the Fed Side since all your harvesting areas are just a short distance from your main Hub...

If all goes according to plan, Klingons have a slightly different crafting tree. It's likely that Klingons will upgrade disruptor cannons instead of phaser arrays, for instance. Keep an eye out . . .

obviously then, for established Klingon players who are already at maximum level they won't be able to acquire the lower level resources / data needed to unlock the lower tiers of the crafting tree

Awesomesauce. I look forward to seeing the KDF "tech tree".
The new Patrol and Frieghter Assualt maps will give you crafting recources in larger amounts, however they will all be given out at "player level" . If you have a higher level KDF character you will have to go back to the Klingon Star Clusters (Exploration Content) to get the lower level recources. There is a KDF Star Cluster for every level band.
