I was talking to a friend about this and we have a suggestion: Start the game with the Kobayashi Maru:

"Welcome to Star Trek Online. To move forward, hit the-HOLY CRAP CAPTAIN, THE KLINGONS!"

Similar to the opening in Star Trek II...the player fails, and then a notable NPC comes in for a debrief. (Spiner was our first choice, but I think the game still has Data as the Enterprise Captain in 2409 - 2387 was all I could confirm quickly - but I know there's already a fan campaign to get Tim Russ into the game. Tuvok has history with the academy so that might fit well too!)
After the debrief, the star NPC could give you a short tour of the academy, where you learn all the combat systems and minigames before they assign you to your ship and - oh no, the Borg attack! - and the existing start of the game begins.

Maybe as an added bonus, players could return to the Academy/Headquarters later as a social area or for non-xp combat training to test out new ships/gear.

What do you guys think?

Thats great the Shivering Isles was awesome(though as I know TES IV had just 1 official xpack).
