there's no difference between level 51 and 41 in regards to ships beyond what token is used, they're all Tier 5 ships. I mean the excellsor refit, nebula, whatever that thing with the spiral phaser lance is are level 41 ships. Being a 41 ship just means you won't need to spend 500 emblems to get it, maybe just 200 exploration marks or some amount of energy credits....being 41 is better for accessibility purposes.
