Exploring the t'ong nebula is boring as all hell, and despite an estimated 20 wait time in the pvp que's ive been que'ed up for 2 hours and I'm still waiting.
Yes, after a while exploration sector missions get extremely tedious. However, you can change things up a bit by grouping with other folks in the sector and bumping up the difficulty to Advanced or Elite. NPC kills rewards more skill points at higher difficulties, so you will level up faster and grouping increases the number of ships per encounter; at elite in a full group it's really good experience.

Klingons were originally supposed to be a PvP faction only, kind of like a end-game activity for Fed players to mess around with. The problem is that they turned out to be way more popular than the devs planned for, so they've been adding content to the Klingon side since the game went live. Every season release has added new stuff, and season 3 is adding an entire sector block with repeatable missions you'll be able to do.
Also, there are Klingon story arc missions available at various ranks; it's been so long since I got my Nausicaan to General that I've forgotten exactly when they become available, but I'm pretty sure it's at Commander rank for one and maybe captain for the other?
Sometime after season 3 ships The Foundry player-made missions will be available to play. I have a feeling that's where a lot of the Klingon PvE content is going to come from.
Once you get to level 10 you can start doing the weekly episodes and the daily missions that come with them. That'll be a good chunk of your skill points, so hang in there!
The plan was to launch Klingons fully fleshed out just like the Federation. Due to the time constraints placed on Cryptic this was changed toward the end of testing to a pure pvp model. Since then Cryptic has been slowly adding things for the Klingons; the Ancient Enemies story line, a ship skin, some tailor options for a few of the Empires 'off' races, a new carrier.
The plan, if you want to hunt down the various posts and interviews, is that the new weeklies and the upcoming ugc are going to be pretty much all of the Klinks pve options.

I just hit L/BG (Can't remember, Lvl 41), and its a curious feeling, but I'm currently feeling homicidal towards the ChoS nebula. Yes yes I've spent nearly all the last rank in that blasted place, and now I find, joy of Joys, I have to go back.
I've never wanted to stab anything to death with am eat cleaver before. But at least it explains why Klingon's are so grumpy and argumentative in the series'.
I imagine more and more will pop-up as new Klingon players discovered the vaccum of PvE content and I agree that any new pve content added at the low levels will be greatly enjoyed.
Thanks to the Dev's though for the hard work and efforts that has given us what new areas and vessels we now have and are expected to get soon.
