There is a penalty for staying in reverse too long. A lot of Escorts/BoPs us this to stay on a ships weak shield facing. Even some cruisers do this also. I can see why you would do this with the more nimbler ships because you can met out a bunch of damage and resume forward movement in a cruiser you are just killing yourself.

but simply taking out of reverse for a second removes the entire debuff and restarts the count down. I mean it's such a lame debuff.

I think it's about 10 seconds, could be longer. You'll see an icon over your ship info when it takes effect. Every 5 or 10 seconds afterwards increases the drain by adding another layer to the debuff.

A friend joked once that if you're hit with a sub beam it takes a layer off, though I can not attest to weather this is true or not.

And, no there's no Bof ability I know of that helps, but really, just fiddle the "W" key for an instant to come out of reverse then hit "S" again to go back into reverse and the debuff (all layers) instantly goes away.
