Dukat (I'm just in love with the idea of him be resurrected/restored and becoming the official spokesman of the Iconians. He's slimey enough. I mean, he sided with the occupation Cardassians, the Dominion and the Pagh Wraiths. He'd side with anyone who offered him power. And I think the Iconians work better as a completely alien, inhuman threat. It's almost better if they don't speak. So giving them a translator/spokesman would be wonderful.)

The issue with some actors is that they CAN'T pay for VO. It's not like they have the money sitting in a vault. Full voiceover is the difference between a $20 million game and a $200 million game.
That said, they've suggested that even with his retirement, they could probably get Nimoy back and dstahl has suggested he'd like someone like Patrick Stewart to do mission briefings.
I also think the plans to enhance cutscenes (probably with subtitles) will help. I mean, they plan to let us make our own cutscenes. There are some characters I think would feel weak without some kind of cinematic representation but Imight settle for some good cutscenes on some characters.
