Only issue I have with it is, it is a little wrinkely, need to smooth it out...other than that its what I expected, top and bottom, I just added 7of 9 low cut shoes, it looks fine, put it on my BO sci officer. Dont think I would ever use that skant and didnt think about it untill I read this post.
Now we just need Risa Beach Wear for females and MALES...tired of running around in a uniform or boots and biker jacket on the beach.
Also not buying it, and this from someone who has pretty much purchased everything in the store Fed side except the admiral level stuff which I can't use.
Sorry, but I don't get why you feel cheated. The C-Store is always strictly WYSIWYG (what you see is what you get). If there's no screenshot of a dress it doesn't exist.

I bought every ground costume so far and I'm not getting this. The wrinkles don't bug me but the relative value seems low for the price.
I might pick it up in a massive C-Store sale or if it were included in some kind of massive TNG "extras" pack with S1 uniform, Crusher-style coat, an Admiral uniform or two and S5 Picard jacket.
Maybe it would help if there were a crew member I could think of as a counselor, for starters. ;-)
A single outfit does not constitute a pack. A pack means there are multiple different items. Unless they add more outfits to it, it isn't a pack. The argument could certainly and justifably be made that the name was misleading upon release and those who paid for the "pack" are entitled to a "pack" as was advertised in the launcher, on the website, etc. Otherwise it was false and misleading advertising. Even now the StarTrekOnline.com website is promoting this single item as a pack. And I quote: " The Federation Costume Pack: Counselor Troi is available in the C-Store."
Cryptic/Atari have to provide what they have been advertising (a "pack") or issue a refund to those who purchased it due to misleading advertising

They don't sell outfits by the shirt or the pants or whatever. A pack means multiple shirts and bottoms (pants, skirts, dresses, etc.). Do you call your outfit you're wearing now a pack (assuming you are dressed) or do you call it an outfit (singular)? If you had a few shirts and pants and could mix and match, etc. then it's a pack of clothing. lol They said pack and we didn't get a pack, we got a single outfit. They need to go back and redo this and make it right. They advertised a pack, no one who purchased received a pack, they received a single outfit. They need to fix it if they want to preserve their credibility, else I suspect a lot of people will remain upset with them. If they alienate enough players, it will begin to impact their profits. I do not want to see that happen, I just want to see them right this wrong, which is their resposibility. They got themself into it by advertising a pack on the site and delivering a non-pack, but instead, a single outfit. As it stands right now, the "pack" advertisment on the website is untrue (and thus, a lie). They really ought to fix it and prove that they care more about doing the right thing. At this time the offering for this in the C-Store is a big sham.

When I was issued my first uniform, it was handed to me in separate pieces by the quartermaster, trousers, shirt, socks, boots, pants, etc; sometimes placed in a box for ease of carrying. By definition, I then had a uniform pack. (When we were finished being rushed from queue to queue, we were eventually taken back to the QM who then issued each of us a boatload of uniforms. By definition, I believe, that was considered a "pantload" / "crapload" / "metric @#$%ton" :p )
( Since it wasn't obvious to you from my previous post, I was joking, I didn't seriously consider the top, trousers and boots a pack. )
