I wanted a few random Fed NPCs doing research in my map, so I added an NPC group; however, only 2 of them show up on my map. Am I doing something wrong?
If I was to guess, you are using one other than then ensign group. I found that the spawn seems to react to your characters level. If you want all 5 use the ensigns, they will spawn no matter what.
