The Excelsior in the C-Store is a RA level ship. You can't use it until you're that level. There's a Commander level version you can buy at the Sol Shipyards for Energy Credits.

You can't, it's a T5 ship so you have to be rear admiral lower half 1. But you can fly the T3 Excelsior as soon as you become a commander and it only costs energy credits.

Edit: Why are there so many Ninjas on a Star Trek forum?

You don't need to buy the c-store one yet, that is a t5 ship - the t3 one will cost you in game energy credits at the shipyard, but you'll need to be a Commander to use it

They just change the appearance of your existing ship, but you have to be flying the correct ship. Each Ship Skin is for a specific type of ship: Starcruisers, Fleet Escort, etc. They can't be used on any ship.

Not really. People ask this type of stuff all the time. Think nothing of it. That's why we're here.
