Upon completion of UGC mission as a Klingon, I'm unable to select a different star rating other than 3 stars. Also, are we only allowed to play a UGC mission once now?

I played a Klingon mission for the first time yesterday and also had a similar problem. No matter what I chose, it always looked like 3 stars.
But when I actually submitted the review, it showed as 5 stars on the mission review. So I guess it was just a visual bug with the drop down menu. I clicked on the 5 stars and it ended up being 5 stars in the final thing.
