In a way, but on the other side, the OP is pretty recognizable as someone who has been unhappy for a very long time. One might surmise that with such a long duration of unhappiness, despite all of the changes made, and continued communication of where they want the Klingon faction to get to, and that they aren't going to stop making content usable for Fed players while they bring the Klingon faction up, then at some point a person has to evaluate their position and decide if the way Cryptic develops the game is ever going to be something they are happy with, and if supporting something they might never be happy with is a good way to spend their gaming dollars.
Personally, having played multiple MMOs I have seen companies make changes I like, and some I don't, but I can't see myself sticking with a game that month after month after month makes me unhappy. Life is too short to PAY someone to make me unhappy. I know plenty of people doing a fine job of it for free :p

Likewise, MMO forums in general are pretty well known to be full of complaints. That being the case, if someone doesnt want to read complaints then they have the freedom not to do so.
There is a new "remastered" episode on Tribble ATM where depending on your class, you get different objectives in the mission. Thats great and all, but maybe before you worry about creating content for every different CLASS you should actually finish one of the game's FACTION's?
The faction that 88% of the the playerbase wants to play primarily is getting 80% of the development time! ONO!
Come on, guys, there's 30 seasons of Federation shows and 11 Federation movies, and 0 seasons of Klingon shows and 0 Klingon movies. The money out goes where the money in came from.
By that logic, there shouldnt even be a Klingon(or Romulan, or any other) faction, since there no no-Fed series or movies.
But, extending the logic of the first guy who said no shows/no movies, the klingons do get small amounts of camera time and story exposition in the shows. I'd say TV time estimates of 80/20 (feds/other groups) would probably be generous to the other groups. By that logic, the content distribution is about right....

And yeah, as someone said, OP has been way displeased for a long time. At some point you have to cut your loses. Voting with your wallet is more effective then just camping on the forum.
Of course, voting with your wallet doesn't work if there aren't enough klinks hanging around to make the dev cost worth it, either....
Well, for one thing, nothing is stopping the Klingon players from popping on their Fed toon to enjoy the new stuff while they wait for the Klingon-skinned stuff.
But beyond that, quality content, as it applies to this game, will take longer to complete, be more interesting, and have a higher replay value. Klingons can either have some really shallow missions now that take almost no time to finish and are the exact same thing as every other mission they already have with some different text or they could wait and have some deep missions that were pioneered by the Fed side of the game that they can enjoy playing repeatedly.
I have a major reason not to do that - all of my fed characters are max level and there's no viable endgame PvE. I can't PvP since the queue is still broken, with no plans on fixing it, on top of the fact that nothing more than 5 on 5 is boring as heck after a year of no other PvP option where you actually PvP and isn't utterly broken.
I think the best use of their time is more in creating new Klingon content early one which utilizes these new systems over retrofitting older fed content with them.
Once they create some Klink content they'll most likely have the new systems down to a fine art and can then more easily go retrofit older Fed episodes...
It seems like they're remastering episodes in order to keep players coming back to do new things...why not instead create and flesh out the Klingon side, if someone gets tired of playing a fed they can start a Klingon, at least then it would be entirely new content to them instead of the same story with a new mechanical twist...this would then encourage them to play through on Klingons which would be like a whole new game to someone that's never made a Klingon.

I'd almost say worse because I have a few points left, but since I'm drinking tonight and may blow it else where I will not. (about OP)
I'm already a witch that misspells that word :p, so I'd even go farther to say we don't need a third faction, we need content. More fed bling to buy in the c-store and a few missions, and whatever the Klingon only minority wants, to keep them around.
Re-master? hell yeah! this game is getting new players make it better than we got at the start, keep them here past a demo, besides, it has to get them hooked first before they can play Klingon's. Make them want to stay.
Now, Get some crap for Klingon's, I don't play one I could care less about them, I don't even PvP. That said Klingon players are Trek fans, it adds some dynamics to the game, it brings people in, that helps pay for my game.
I do think they complain a bit too much about ships and outfits, I never thought Klingon's wanted the next new thing and I sure as hell didn't think they wanted to be the next new fashion statement.
Throw in some random sector of open PvP as well that will make another minority happy and promote the sense of equality
