Agreed. Scientific anomaly investigation has nothing to do with diplomacy.
The scanning of carnivorous plants on planets might tolerably be construed as verging on diplomacy (you never know if they might be intelligent), but even that's a stretch.
Diplomacy is diplomacy - interacting with people and solving social problems. There are quite a few nice "proper" diplomacy missions in the game (I just did the one with the 3 ambassadors on Starbase 39), we just need more.
Exploration (including anomalies) needs to be kept distinct from diplomacy, not mushed together.
