Speaking of this, was there a mission reward that gave you more Borg implants?

And as for the OP's idea, I kinda doubt they'd give us Locutus' outfit for two reasons: He was kinda a unique character among the Borg, and the outfit itsellf is incredibly dated; the Borg don't look like that in-game anymore. Even the unique Borg BO you can get isn't of the black-jumpsuited variety.
So was 7 of 9 and look how many of her we have running around.

i don't recall any missions for borg implants except the STFs offering gear for your ship.
