The Prometheus is available ingame via ship requisition token once you make Rear Admiral Lower Half.
The Multi Vector Assualt Mode (MVAM) Console for the Prometheus Class will be available via C-Store purchase or ingame via 500 emblems.
So yes, you can get the Prometheus ingame for free, but the MVAM will cost you money or work (like most things in life
).
