I don't believe you 'claim' the free respec token, it is just given automatically once you hit 100 days. So, the next time you're at the respec NPC, you'll have an extra respec token after clicking 'accept'.
There is one at the center hub of Earth Space Dock. Look for the Saurian at the center console. If you are KDF look for a respec NPC at the arena you got your first BOs at.
