My KDF Engineer, Mar'tesh, would have something to say about that considering I currently have him out fitted in a HealBOP. But since I am currently playing Rift and not STO, you might be spot on! :p
I run with a decent one considering he just leveled that toon strictly to be a healer and he does a good jovb keeping my raptor up and pew-pewing. He is one of three Syndicate of Shadow guys that PvP every night.
The Klingon ships are more dps oriented than their Fed counterparts, and the ships that are most suited for healing have no cloak (with the exception of the Negh'var),so they are always the first to be attacked. And with the healer gone it is easier to take out the rest.
Another problem is that the BoP gives the illusion of invincibility to their pilots, attacking first and out of healing range, thinking battlecloak is an IWIN button.
I wasn't trying to put the KDF down -- I heal on the Klingon side, and compared to the Fed side it's like herding cats
I know there are valid reasons why healing is harder on the Klingon side, just pointing out that it's noticeably harder to do. Klinks genuinely don't seem to expect it, which makes it tough to support them in something that turns like an elephant on ice.

Oh no,I understand fully.....I recently leveled my Sci to LG,and stuck him in a Vo'quv. My friend Starlana already warned me of 'our guys' shooting off in all directions and never seem to come back for heals.....and she was right.Like you said,it's like herding cats.

Well actuaully I think many of the really good KDF players either left or playing feds. A lot of the new KDF players have no PvP experience through leveling since the PvP gameplay has pretty much died so when they get to LG they have the same problems fed players have through leveling through PvE, they are not prepared.

Lower level PvP is pretty dead
It might help if there were a way to cash in low level PvP tokens for XP. It would make PvP a viable leveling alternative, and at least attractive enough to encourage people to queue in addition to their PvE.
Pretty much, which is sad though....because it is not the same experience as at higher ranks, you really need to work for it as you have limited skills to work with.
Yeah I use a weird strategy when I level toons. I create 2 characters one KDF and 1 Fed and I start them off the same and as I level one an skill it one way and write down something I liked and and try and skill for it on the other. Not to mention I use this to gain more seat time in similar ships. So each character will fly similar ships from each faction, I thought fed content was mind numbing, KDF content actually takes years off your life.

That isn't that weird at all....on the Fed side I have 3 Tac's,and all 3 are specced differently.I have my main VA in an escort, another VA in a cruiser and a 3rd I'm leveling in a science vessel. The same goes for ground skills.
And mind numbing.....I have 3 KDF toons at LG,and a 4th at MG3. (it's true,I have no life)

The maurader is a much better healer than the carrier..imo
