I think the best way to do it would be the way City of... does it in Siren's Call. When you're in the zone, every time you kill another player from the opposing side, your bounty goes up. Being killed resets your bounty. Killing someone from the opposing side will give you a reward, in bounty points, equal to whatever bounty they had reached before you got them. Everyone who enters the zone is assigned someone from the other side as their main target. That target shows up on the map as a blip every once in a while, regardless of their being stealthed or whatever (which can lead to some pretty fun chases if all you have to go on is a 2 second map blip). Bounty that you receive can be traded in to vendors for consumables or items.

The definitions that define Ace and the ranks among them are already well defined from World War One.
A flying ace is a military aviator who has shot down five or more enemy aircraft. The term originated in World War I in France, when French newspapers described Adolphe Pegoud as a flying ace after he became the first pilot to shoot down five German aircraft. Ace is also used to refer to non-aviators who have distinguised themselves by sinking ships, destroying tanks, etc. (i.e. U-boat ace). During WWI the Central Powers as well as Britain specified an ace as someone who had 10 or more confirmed "kills".
The defining parameters may have to be increased to reflect the growth of the technology used in modern space dogfighting and warfare or they may not.
Possibly even break it by vessel Class to help define the rules?
Even though some argue that the KDF have 2 extra specialized vessel classes the game defines all vessels under these parameters:
Therefore they can be used to set the minimum parameters to qualify for Ace.
The second question is, is this in one game/match or total time playing STO to qualify.
I would prefer that it be documented in one match basis and that every match you have that toon score 10+ kills it counts as 1 killpoint towards being considered an Ace.
