For starters, what the OP is suggesting would leave the Neutral Zone almost undefended and open to attack by Klingon Forces. I feel the Federation Council would only agree to these terms under the condition that the KDF withdraw from the Archanis sector (which has been a Federation world for more than 50 years) and that any Borg technology the KDF has salvaged from Ker'rat be turned over to the Federation for destruction (the Federation will do the same and will accept Klingon observers to watch the process). This is the only logical course of action.
