Not quite; it changes your overall apperance to an NPC that normally wears it. Player Outfits need to be able to adjust to the wide variety of body sizes and other customizations the player can make. And that is not as easy as one would think.
It's pretty easy to accomplish this feat in ... their other game that uses the same engine. Champions. With trenchcoats, capes of all shapes and sizes, and wings, lots of wings.
This doesn't bode well for the inclusion of the inevitable Federation Carrier, the Universal Federation BO slots and of course, the ship wide cloak. All the while dressed-up like pimps!
I've now played the mission... The model was in-game prior to this mission. It has not been shown on a "Player Model", so to speak. The disguise does not change the clothes of your character - it essentially replaces them with a default NPC (Which is wearing the jacket). The jacket is not functioning as an independant object of the costume... I do agree that Klingons should get this jacket, many other requested objects and more content but I (Personally) see no issue here. The jacket is not permanent and is not customisable. It is not being granted to the character... It's a part of a whole non-changeable costume - like the Breen/Reman costume.
I hate to admit it but davdson here is right. It is not a costume piece that you wear it is a NPC. The toon I played it on is as short as possible and extremely stocky with the longest arms possible, (think orangutan), the holoemitter made him look like a tall skinny warrior on the ship and a tall old fat Dahar Master, (complete with gray hair), on the ground. It is not a costume piece it is a NPC skin. Still they should add it to the game as a costume piece. That would be epic.
I have to agree with the poster who complained that the Fed had everything the Klinks have, and I am equally .... frustrated. I'm in the process of trying to level up a Klingon, and it feels like a Fed in Klink clothing with much less to do.
As I understand, the rationale for the Klingon heavy content in the new remastered episodes is an attempt to drive more players trying out KDF characters. Basically, t hey see the "pimp coat" for 5 minutes and want to have it again - so they create a KDF char...
Well, that's their marketing theory at least. Will it work? Who knows. There are people playing this game concerned they cannot get a free cosmetic shuttle pet available witht he latest marketing move...
i believe that the point of this complaint is not that the federation has the holo emitter, but rather that cryptic has a functioning working player model for a uniform the KDF faction has asked for over a year ago and many times since and rather than grant the KDF access to this highly desired uniform they first give it to the federation albeit temporarily. the fact is that cryptic has what we wanted working fully and would rather give the feds a copy than grant a single KDF wish.

Since the coat in question is not available on the klingon side, I don't see how it could possibly work.
Step 1- Play fed mission with awesome coat.
Step 2- Notice awesome coat.
Step 3- Make a klingon to get awesome coat.
Step 4- Notice there is no awesome coat.
Step 5- Go back to your fed.

If that is their theory, it is doomed to failure.
If you advertise something that doesn't exist yet, people will walk into the shop, see there's nothing there, and walk out again. Advertising only works when you've got something to sell.

Since launch all of the unique things that the Empire had to offer: Bat'Leths, our Cloaking Devices, our Universal Bridge Slots, Orion Slave Chicks, have been taken from us and given to the Federation.
So it's not just that the Federation has received more and more content while the Empire's been neglected, it's that the Empire has been systematically looted of all of the unique things that it once had to lure players into at least trying 'Red Side'.
So now the Empire has nothing to offer that a player can't get more of, and with less bugs, in the Federation.
Since launch all of the unique things that the Empire had to offer: Bat'Leths, our Cloaking Devices, our Universal Bridge Slots, Orion Slave Chicks, have been taken from us and given to the Federation.
So it's not just that the Federation has received more and more content while the Empire's been neglected, it's that the Empire has been systematically looted of all of the unique things that it once had to lure players into at least trying 'Red Side'.
So now the Empire has nothing to offer that a player can't get more of, and with less bugs, in the Federation.
Honestly: the one Ensign Universal slot on the Nebula is nothing compared to our Birds full with it.
But the Orion slave chicks in the form they are here were never intendet to be Klingon content.
Just look at it: If i remember correctly, the "Special" costumisation options on Nausicans and Orions were introdruced at the EXACT same moment both became available to Feds.
And actual Klingons did neighter get unique costumisation nor are the available through diplomatic missions.
So the real "orion chick" in means of not just beeing a green skined human with no costumisation, is and always was Federation content, we just had the luck to get them too.
And the Coat... I dont see an issue with beeing able to weat it temproraly in a fed mission.
But I HAVE an issue with the fact that the one, since beta, most requestet Klingon Costume isnt even INTENDET to be released but the feds get their... felt... 1000th NOT REQUESTET Costume... like that Section 31 thing.
