As you can see, my Hazards were active and should have cleared the debuff... but they didn't.
Don't be a wimp. All the good weapons are getting nerfed so much, that they aren't any good. The Devidian weapon used to be awesome, but then someone complained. Now they suck.
There's a difference between good weapons and weapons that aren't working as intended (like these).
There's also a difference between a good weapon and an exploit.

Ok, here's how it works. You took 4 explosions, that means you were around 4 friendly npc's. Simple solution, get hit with it, fly out of the pack so that you are alone and take your piddly 2% hull dmg and then get right back into the action. It's not rocket science. It doesn't work all the time like you are claiming it does, you have to stick them with the dot and hope they stay near a bunch of crap for 15sec...if you can't get away in 15s, well then that's that. Sorry about ya. Pop some resists and hope for the best.
If you ever raided in WoW, certain bosses will stick you with an AOE debuff that forces you to move away from other raid members, same concept here. Don't get me wrong, I'm not saying that it's not a bug, but the damage is easily negated.

The secondary explosion sometimes even takes place after joined "cleared" the debuff and the icon is gone, so you have no idea that it's still on you.
Also, it's not always easy to get away between Photonics, Fleet Support, and Fighters. Let alone the issues that plague the Klingons. Regardless, I'm not about to burn my Evasive every time I get hit by one of these; EM is way too valuable to waste on a guess.

Soooo true. PvPers like to say PvP is dead... then leave the game, because your killing the game. And stop ruining the game for everyone else. I guess they want to take everyone down with them. Misery loves company.

If things like carrier swarms are the reason your getting hit so much I would say the damage is fine. The not being able to clear it would be the only problem I see.
