Looks pretty good.
I would, if you were gonna PvP, make some changes:
Get a Hyper-Impulse engine so when you switch power settings/pop a movement battery you can get out of combat quickly and change out the warhead yield chamber console for another induction coil or cannon prefire chamber console for more DPS as you will be firing cannons more often than the torps.
Other than that I think you got a good set up for PvP.

True. Spending points in a Efficient skills to bolster the power levels of those settings you run at low (25) on a build is a prime example of what your already know to be true.
I recently went a nd looked at the skills of a toon I had not touched in a year and was amazed at how ineffecient it was in spendage of points.
