As far as I know, I don't think you can equip cannons on it. I believe the galaxy-X is the cannon equipped cruiser. I use an excelsior for my engineer, but never bothered to try equipping cannons on it. I just assumed I couldn't.
My console layout
tac: Disruptor induction coil x2, Warhead Yield chamber
Eng: SIF generator, EPS flow regulator, Field generator, Neutronium alloy
Sci: Halon system, borg console.
Weapons:
Fore: dual disruptor beam x 2, disruptor beam x1, Quantum torp
Aft: Disruptor beam x 3, Quantum torp

actually, all ships can equip cannons (except shuttles), it's only escorts and the Galaxy-X that can equip the dual cannons, along with dual heavy cannons

Tac: tactical team 1, high yield torpedo 2, beam fire at will 3
Sci: science team 1, hazard emitters 2
Eng: not sure on the top of my head, the commander skill is either extend shields 3 or directed energy modulation 3, depending on the situation
May not be the most powerful setup, but at least i could hold out against 15 vishap frigates in the mine field daily
