how do you get those shields

I'm not sure how you get them now. But it used to be you would get them through the badges or marks or whatever that you earned for completing Rear Admiral level PVP rewards.
You can trade emblems for the older marks at omega. Its the nebula class ship with vulcan name.
But on the topic it self.
cruisers work well with the borg set (and regenerative shields for that matter), because they can easily reach 125 shield power to get maximum potential of natural shield regen.
Chaining EPtS III for 125 power means natural regen over 1K per tick on each facing. its actually the only time, when the +shield regen console is usefull.

Especially when used with tactical team, this combination can make a cruiser near indestructible. A while back, I was in a cap and hold with my escort and it took 3 of us focus firing a sovereign with the borg set to finally bring it down, and only after a long time. Very tough set, if you can set the ship up and pilot it right.
My fleet escort is the only ship I have that runs the Aegis set. I don't know why, but for some reason, the reactive shielding just doesn't work that well on cruisers. Yet with the added defense, the Aegis set is wonderful on escorts. Pretty mind boggling .
*shrug* you can run the regen shields on escort too, you just have to tweak settings abit, add +shield power console and such, and you are close to 125 shield power and it works "almost" like cruiser.
For the Borg set you really need to have an EPtS III to take advantage of the regen. If you can run the full Borg Set, the extra tractor beam on the Gal-X is nice.
I mean why wouldn't you want an extra ability to put a ship on lockdown and bang away on it with the front weapons.
