I don't understand why people must be that absolute.There is no reason to dismiss torpedos so easily.
Maybe torpedos don't fit your playstyle and you decided that APattern Beta is more to your liking.I can respect that.
It's simple: Cruisers have pathetically slow turn rates so opportunities to fire torpedoes are few, whereas the attack pattern skills do not have a firing arc. All cruiser captains know these very basic concepts. Cruisers are not escorts.
Try out cannons. I respec'd for cannons and I tear through shields like crazy.
Target Subsystem Shields 1
Pick something that disables shields like Tachyon Beams 1&2. I use Transfer Shield Strength 1 and TB 2.
Pick a energy weapon type. I use phasers.... put in 3 phaser relays. Then pick single cannons in front with a Dual Beam Array and torp launcher. And 1 Beam array, torp launcher, and turrets in the back.
High Yield Torpedo provides the following damage buffs for photon torpedoes and quantum torpedoes: 223%/258%/295% (Source: http://forums.startrekonline.com/sho...93#post3374693).
The jump from no HYT to HYT 1 is significant, but loses considerably afterwards. I would suggest using merely HYT1 and use an Attack Pattern for your Lt. skill.
Also, these days, look into Tactical Team. I know, it conflicts with Engineering Team, but it really helps you get the best out of your shields. Try it.

I love directed energy modulation. I hit that when I am broadsiding. It lasts a long time and especially ships with strong shields and hulls, it makes the process shorter and easier. If you are a beam boat, I really do not see how you could not have it.
Been watching this thread lately and tried all options so far suggested. So far no success and I'm at a loss. This is really testing my wits and I'm about to just give up on this cause I've been testing ever since suggestions have been posted. Here is my setup.
Commander = ET 1, Weapons 2, Shields 3, DEM 3
Lt. Commander = ET 1, Weapons 2, Shields 3
Lt. = High Yield Torpedo 1, Attack Pattern Beta 1
Ensign = Tactical Team 1
Lt. = HE 1, TSS 2
Normal Power Ratings = 95/86/51/50
Buffed Power Ratings = 125/125/51/50
Race = Human
Full speced for maximum damage on beams and torpedoes on player character.
Using 6 phasers k-7 type, 2 quantum torpedo laucnhers k-7 type
All emblem equipment.
Aboslute maximum damage with phasers is only about 915.
Main problem is people still out dps by at least 1/4 to 1/2 more. Now I understand tactical can do that since that is normal....but an engineer or science? Something seems off. The ONLY thing I can seriously think of is the accurate racial 10% bonus trait which I do not have. I'm also starting to wonder if my character is somehow bugged. I've even gone as far as trying to weapons 3 and still no luck.
Can someone please help me? Cause at this rate I think I'm going to be putting my engineer on the shelf for an indefinite period.
