Just my opinion, but I think target subsytems shields 2 or 3 may be the most unervalued powers out there. When using acc weapons and combined with the random phaser proc, there are just so many things that can happen to capitalize on.

But I seem to be moving away from the beam overload and faw buffs lately. Trying to think more about piloting and strategy rather than a pure damage buff.
