System designers please look at this, no kit should allow you to one shot kill or allow a combination of moves that don't allow you to perform any counter.
Operatives use: Fire on my Mark, Ambush, Lunge and Pulsewave and within a second and the lunge knock you so you cannot press a heal etc or even if it doesn't knock you the system is not quick enough to react to you furiously hitting the Hypo button etc.
Another kit that is OP with the Omega Set, is Fire team; Omega Set distortion/stealth, fire on my mark, plasma grenade, pulsewave and your gone pretty much as above.

my tac toon can kill on ground pvp in one hit using close combat kit.That means there are two overpowered kits.Also with one sword or batleh you can crit the hell out of people who dont know how to use that skill tree.
but wait there's more.My sci has physicits kit and used with 3 purple geologist will create that black hole thingy on ground.....and so we have the third kit overpowered.
wow ,just wow , med kits keeps you alive and has short cooldowns.

All equals poor experience in ground PvP.
I would really like to see how you've spec'd your character, armor, shield, tribble buffs, doff buffs, what accolades you have..etc. It could be that you just rush in and are getting tagged. Perhaps you need to upgrade your shield to one that has a 15% dmg resistance or one that has a chance to redirect the attack. Honestly what I hear from you is that you don't like dying because someone is more powerful than you...it just sounds like you need better gear, better tactics.
Its not the kits that are op, its the gun people are using that is op. Most of these 1 shot kills are done using the compressed cryo launcher. It does cold damage, and armor is useless against it.
Before the compressed cryo launcher was out, ambushing using a pulsewave could sometimes cause a 1 shot kill, but not always, and often the cloaker dies in the attempt if he doesn't suceed in his one shot. Compressed cryo pretty much makes it guranteed 1 shot kill using ambush.
Solution is to add cold resists to all ground armor, it should be equal to the resists to other type of energy damage the armor has. Until this happens no point in ground pvp anymore, its hopelessly broken, you are essentially playing without armor.

I am an experienced PvPer using Mk XII Fleet Gear (until I get the Mk XII Borg Kits, (I didn't have enough time to get the stuff before S7 hit)) You tell me how you counter a stealth attack, where you're either one shot dead or knocked back so powers frozen for the 1-2secs for the attacker to finish you off.
Granted I get lucky sometimes and get a Hypo in, but normally against to the top specced Operatives etc.
That's another thing Neural Neutraliser should work instantly, but doesn't, the attacker can still get one or two shots in before it works, which again is enough to kill you.
There needs to be some serious balancing of these kits, even as a sci seeing this stealthed attackers and attacking them first does not seem to clear their stealth and they then benefit from it when they then do attack.
Check the combat logs next time, I'm telling you its the cryo launcher that is causing the problems. 9 out of 10 times you get 1 shot I bet its the cryo.

having a fair bit of experiance in all careers in both factions, i have come to the conclusion that each career (eng/sci/tact) has its OP/Too good kit.
SCI:
Medic/Borg analyzer:
Uber Healing, in some cases e.g. maco shield capacitance ability + medic + hypos/shields = immortal,
TACT:
Operative:
Buff up, use a cryo pulsewave, and watch the body fall,
ENG:
Demolitions Kit:
Fuse Armor, holds target down, weapon malfunction stops relatiation, chron mines + transphase bomb, while you wait for them to arm, call an orb strike, works out as essentially a KO
There are ways around each, but its tough,
Combating SCI- dirty tactics, focus fire the healer til death, or if i remebre there is a jem hadar wepaon boost that severly stunts healing abilities for X amount of time.. but that limits you to a jemmy gun.
Combating ENG- weapon battery for weapon malfunction, and run like the wind, rolling from an orb helps too..
Combating a TACT- have the in game volume on, you can normally HEAR the abilities being activated, with luck you can throw up some buffs or be ready to pulse wave them back when they appear, wasting some of their buffs..
-- SCI captains can sensor scan, catch a tact captain unawears too
---- ENG ccaptains can stick a weapon malfunction on them too
