There is no such thing as Tier 6. So, what you describe would be ridiculously imbalanced and overpowered.
There is no such thing as tier 6 yet. I think many people have assumed that there's going to be one eventually and that the new flagship would be a start. I don't think the OPs layout is overpowered, but it is a little imbalanced towards engineering. But, cruisers are supposed to swing that way. So, I don't know.
I suspect that the Ent-F will be another Tier 5.5 ship, like the VA retrofits, not quite Tier 5 but not Tier 6 either. Last I heard, Tier 6 was being saved for Fleet Admiral, after the level cap gets raised, which isn't happening any time soon.

yeah... that's the mostly likely thing to happen
personally, I'd prefer the Enterprise-F class to be Tier 6, but unless Fleet Admiral level cap magicially appears outta nowhere on holodeck, it's not gonna happen
I'd go for this first, and test it out to see how it performs and if it's not overpowered.
My wish is for the Enterprise-F to be more available for all professions of Captains despite it being a cruiser. That presents itself in a key fashion with the bridge officer stations, which specializes in Engineering but gives access to still-potent tactical and science powers (enough so that a science/tactical captain's training capabilities will still be of use), and a free to choose lieutenant universal station.
The powers reach a total of 12, like all the other RA/VA ships, but do away with the sometimes redundant ensign station and focus on having more higher tier powers available. Still, for anyone that wishes to specialize in engineering powers, the ship remains inferior in terms of highest powers available (Cmd Eng+Lt Eng vs. Cmd Eng+Lt.Com Eng) - and the same goes in a more pronounced fashion for tactical and science professions (i.e.: Lt.Cmd Tac+Lt Tac vs. Cmd Tac+Lt.Com Tac). To some, that might look better, but not to the point of obsoleting other RA/VA ships.
Mobility is mostly patterned off the Assault and Star Cruisers - even though the ship is massive, I surmise that it's unlikely that Starfleet technology will make it more unyieldly like the Galaxy-class (it's also the least I felt comfortable lowering it, considering that any other captain used to escorts and science vessels will already find it slow by comparison (plus, I always felt like the Heavy Cruiser during open Beta had a good enough maneuvering ability to be ponderous, but not to the point of being painful to pilot).
Console slots break the norm for cruiser by not having 4 in engineering, but instead 3, and then 3 in tactical and science as well. Profession accessibility and the reluctance to choose a 4/3/2 console layout since I'd have to decide preference between tac/sci made me feel that evening them out would be better - especially in the light that there are universal consoles out there too.
Hull is reduced below default, to account for the extra versatility. You can just excuse that on the hollow made by the dual necks, in comparison to the Assault Cruiser/Star Cruiser's more unified body.
guys seriously, no ship at tier 5 has 2 LTCOM stations, stop suggesting that this ship have them! giving up an ENS station so a LT station can being turned into a LTCOM station is no way in hell a fair trade. the only fair setup is one with 1 COM station, 1 LTCOM station, 2 LT staions and 1 ENS station
