I have been holding off using it until about mid-way through a fight or when things might start to go bad. I will keep that in mind though and no longer hold back on it.

ah, cool. i suppose whenever the fire is going to be the heaviest is the best time to use it lol...

I usually fly in and get my fore and aft phasers to take out a ships shields on one side then turn a bit and fire off two torps with the buff. Does wonders to the hull integrity to NPC frigates, cruisers, and any stationary weapons platform or object for a quick burst of high damage.

Transfer Shield Strength is better for shield healing then Science Team. The primary use for Science Team is usually its ability to clear certain science debuffs. At Commander Level, I am not sure which enemies typically use something like that. The Hirogen perhaps? I know the Jem'Hardar later use Subnucleonic Beam, as do the Breen.

If you train your Engineering BOs a total of two instances of Emergency Power to Shields, you can get 100 % uptime for it. That's probably the ideal and will make most space combat in PvE a breeze.

I actually use both TSS and ST funnily enough. I just never thought to measure them.

i like using both, they both benefit from the same skill- 'deflector field' and donít share a cool down. hull repair is easy to handle with engineering team and aux to struc

Seconded.

I prefer the Heavy Cruiser myself, because I like the four nacelles. I recently upgraded it to the Advanced Escort, again because of the four nacelles. It's unique, and I like the look of it.

Some people prefer 2 nacelles, and the look of the old TMP ships. So the Excelsior is for those fans, the ones who asked for it in the first place. It's available at T5, and the Heavy Cruiser isn't, but who knows, maybe one day that will change.

While the Excelsior has more crew, it is a bigger ship (467 vs 362 meters) so that makes sense. And it doesn't make a whole lot of difference. The main thing is they turn at the same rate, so if you can handle one in combat you can handle the other.
