Well, as I said in another thread I'm guessing that since they have changed the starting level for the KDF that we wont be seeing the Academy until they add in the low level content at a later date. But thats simply a guess, which is why I'm asking for clarification.

Since the KDF won't be starting until level 18+ with F2P it would seem to make more sense for the KDF academy to be held until the new tuturial and pre-18 missions are all ready to be added. If the really want to restart the KDF correctly at some future point, it doesn't make sense to add content to it prior to that.

Even without the tutorial or other content, Federation side, the academy plays some part in getting duty officers - as Heretic mentioned we can even use it to game the system and start getting doffs one level early due to a bug.

Since the map exists, even without a tutorial, it makes sense for the Klingons to have an equivalent, rather than packing more services into Quo'nos that will only be duplicated.

Regardless of the start level for Klingons, the Klingon Academy will be available at the launch of F2P, complete with the special duty officer assignments available there.
