I want to create a Foundry mission that begins at Bajor. I even made a map for it because none already exist. However in the Beta Ursae Sector Block list, Bajor is missing as a doorway to begin your mission.
There are a few doors missing from the foundry in it's current form. You'll find that there's also a few threads on this forum pondering certain planets and systems missing doors.
I don't think cryptic would go as far as to discourage authors from having their missions take place in locations that are really well known or frequently shown in the shows. So I guess they've just been missed out in the same way that certain ships and costume options are missing seemingly at random. We can only hope this stuff gets fixed along with S4 update in July.
If I had to guess, randomly and without any insight, I might say that since Bajor inherently has DS9 any instance with it would automatically involve DS9 and would run very close to being afoul of the established IP rules.
You aren't allowed to use any established canon characters or ships in your missions if you read the big EULA for the Foundry, so DS9 might actually fall under this category. If the ds9 model is available, that is another thing, because technically it is just a Cardasian space station, so there might be dozens of them around the galaxy.
We really cannot have any user mimic or duplicate the work of others.
We do truly appreciate the continued support of our Foundry authors and the enthusiasm we've been seeing from Star Trek fans, but Cryptic and its partners at CBS and Pocket Books would greatly appreciate it if each of you focused on creating your own works.
Deep Space Nine; Enterprise; Voyager; fictional planets such as Bajor, Vulcan, or Qo'noS , and these other properties exist as prior art and thus as such the use of them by authors constitutes a violation of the terms of EULA for the foundry. Thus the lack of mission doors at Bajor is understandable. Your best suggestion for foundry missions are to use items, persons, places, and things which exist within the STO universe but were not explicitly placed within previously occurring Star Trek.

Basically, you can use stuff that's hard canon.
New Game Materials may utilize the Star Trek Properties as provided by CBS and Cryptic Studios unless otherwise specified in the Prohibited section below. You may use the names of characters (past or present) from the Star Trek Properties.
This rather explicitly allows anything in the IP (as defined in the above list) at all except what's explicitly not allowed below. Given what's disallowed below, planets are OK.
Prohibited Uses of the Star Trek Properties:
*You may not use the first or last names, likenesses, or any other description of any actors appearing in, or writers, directors or producers of the Star Trek Properties.
You can talk about Data, you can't talk about Brent Spiner. You can talk about Captain Picard, but he can't physically show up because he'd be using Patrick Stewart's likeness.
*You may not use copyrighted content from the Properties, including but not limited to web content, promotional materials (posters, advertisements), or existing licensed merchandise (novels, trading cards, figurines).
So if you could somehow get it in game, you couldn't include a Captain Picard coffee mug that exists in RL. You could theoretically make your own. (Again if you could actually get it in game.) More specifically I think this is mostly just to keep people from copying sections of novels.
Everything else in the prohibited list is profanity and privacy concerns, politics, religion, etc... Basically all the stuff you aren't allowed to do on the forums and a couple things to prevent them getting sued. (I do wish there were a caveat for long-dead historical figures though. Having Abraham Lincoln show up in a holodeck simulation for example.)
There's also a provision against using the copyrighted material of third parties. This would be like using stuff from Star Wars, or Warhammer 40k or City of Heroes.
Absolutely nowhere in the EULA does it say anything about not using canon locations. In fact it's fairly explicit that you can, since they say "Use anything in canon except..." and canon locations do not fall on the exception list in any way shape or form.
my guess would be that there isn't a mission door on bajor because it is in such close proximity to DS9, that the Devs assumed you could just use one of the doors on DS9, no EULA violations here.
