If I may, I think I can explain why the per-character limit exists for thing in general in STO.

Please take a look at >>these<< >>three<< >>pictures<<

Those are three Captains (the vanilla limit) and their nine BOffs each (one shy of the vanilla limit of ten).

Virtually every single BOff requires as much, or nearly so, memory as a player character, due to the level of customization. Ships, though not as customizable as BOffs, can also be stored in fair numbers, so they take up a good deal of space, too.

Now, while this doesn't necessarily justify per-character bank and item slots, you should be able to see from the pictures that per-account BOff and ship slots would likely be hell on the server storage. Buying per account, in theory, gives them more cash they can put towards server upgrades later

As for the reason they relented on that and allowed per-account costume slots? My guess would be customer pressure alone, since saving two extra costumes is pretty much the same as saving two extra BOffs. But they couldn't have relented on any more options because they risked straining server memory space, in which case they might have had to start doing something unfortunate if it got too bad.

Of course this is all really guesswork, but I tried to take care to case it in logic.

Unfortunately I don't see any logic to the resource argument... First off, I seriously doubt that each BO requires anywhere close to the amount of "memory" as a player character:
PCs have dozens more skills vs. BO's eight
Multiple costums (at least 1 uniform, off-duty, fleet, then veteran, then purchasable slots, of which I have 60 so far)
Twice the weapon slots of a BO, plus we get a Kit
8x Rank Grades vs. BO's 4 (and the PC's Rank means more)
Plus, and this is not comprehensive, just off the top of my head, you have to count in things like Captain Powers, BOs, Ships, Inventory, Bank, Mailbox, Exchange, Accolades, Missions (Active, Available, Completed), Logs, Diplomacy, Foundry, UI Settings, Chat Channels/Info, soon DOff System, and so on...
Not to mention there is likely tons of account and other "higher level" details that are tagged to the Captain that are generic AI stuff on the BOs.
I would bet that the Resource requirements for each PC is orders of magnitude higher than each BO.

That said, you can get each BO in the C-Store for 200AT (2@400).
You can get a whole new PC for ~213AT (4@850).

Where's the logic/sense in that?

Except to say it's a MarCom thing.

They want you to have more PCs. You have to play them to get use out of them and that means more sub-time.

They want you to have more BO and Ship Slots too, but that's a premium per-character thing only because it can be. The bean-counters have figured that more people will likely spend more money on favorite characters, than buy and play more characters to try new BOs/Ships.

The account-wide costume thing is an anomaly. I speculate it was a combo of things: 1) Looks good if STO "gives-in" on something. 2) Of all the slots, costumes likely take the least resources. 3) Again, guessing: C-Store Costumes are easier to make than ships, thus have a higher profit margin, and since they are at a lower price point, they are more likely to sell (so give the people slots to put them in).

This is all cynical theory, only Cryptic knows for sure, and they don't much talk about such things. But they are a business and they are trying to make money, so they're going to weigh pros'n'cons and find what works to make the most they can. It's not a bad thing. It's capitalism.

That said, I wish they'd offer "deluxe" versions of the Bank, Inventory, BO, and Ship slots that were account-wide. Offer both. Find that happy selling price-point from single-PC to all-PC where charging more meets diminishing returns and set a higher price for the account-wide version, ok. But I say let's try it and see how they sell... :p

Ultimately pretty much this. All we can do is guess wildly about it, in the end, unless Cryptic decides to shed a little light on it eventually.

I'm so annoyed about the Per Character aspect of the extra slots...

I'm gonna give Cryptic the koodos They deserve...

I haven't bought the Open Jacket's due to the miscommunication of that fiasco...

and now They've lost a sale due to this Faux pas...

Well I didn't post it to tell how much I've gotten. I just wanted to show what I wouldn't get because of Cryptic's decisions and because of which items I made that decision.
