That's a fair point, but the loaded question that comprises the title of your thread is less an actual question and more of seeming rumor-mongering. One could have simply pointed out the problem without unnecessarily accusing Cryptic of something that currently has no foundation in reality. It's a tabloid way of yanking one's chain, IMPO.

Armsman, I'm sorry, but I disagree. Much of what made it to holodeck from Tribble was due to a lack of testing, exploring, and noticing the obvious. We players could do much more to point out things that will help the devs and QA. After recent events, I'm not going to assume that the devs are aware of things on tribble. If anything, we need to tell them about what is happening on Tribble before they push it live.
If this is a bug, it needs attention. We can no longer assume that they've noticed something like this.

Why? Because until they get the Foundry back to to a state th Devs are comfortable with - any work they do on other bugs may be wasted if they find a bug fix interferes with the restore, etc.

Scandal appeal? When I made this thread, I wasn't convinced that is was a bug for zero. Given the details that it involves not only c-store purchases but also lifer benefits, this may not be the appropriate forum at all. Complaints about monetizing the foundry should go in different areas. The thread title asks the obvious: Is this a bug or is this intended?
If you consider that a loaded question, then you do not consider Cryptic capable of monetizing the foundry. I, on the other hand, wouldn't be that surprised by such a turn of events.
This may be a difference of opinion regarding the intent of the devs here. If it is unthinkable to you, then I hope that you are right.

There's nothing wrong with reporting all the bugs we find. You can't assume that the same people are working on different types of bugs - jfinder might be working on the missing dialog restore for example and other people might be working on UI and Interface bugs like the species being stuck to C-Store only unlocks.
Before any fix goes live on Holodeck I want EVERYTHING working as it is supposed to be. I don't just want all the dialog back and then find I can't republish because I have 60 errors saying "Sorry, costume does not exist because you don't own it in the C-Store".

When the question was asked, if there would ever be a cost for using art assets in the Foundry. Mr. Emmert replied that Cryptic was still exploring options of how a monetizing system could work in the foundry

I haven't read this in context of the whole interview, but the moment they start to charge for "Foundry package - Klingon city" etc to be used - or even just bind it to C-Store purchases - I would turn away from STO Foundry.
It is fun for authors, but basically we create content for them in our spare time and said content is OWNED by Cryptic legally afterwards.
So I construct a car, give it away for free and then the guy comes back and says: "Buy me some spares tires..." kinda situation.
I was creating them for Star Trek Online so far, not for Shop Trek Online.

Allowing authors to use these freely within missions IS advertisement for said items.
