I imagine the development time for new variants for the Nebula and Galaxy X to be much less if they're based on a pre-existing costume, and if that's the case, why not give us a new variant as well.

Well, I think otherwise (less ships, more skins). But that's not the point of this thread. A new Galaxy skin is coming, that much was stated. And while they're at it, why not create a new Nebula and/or Galaxy X skin from it.
