Exactly... fleets that spec space will have a good advantage there. Fleets that spec ground will have a good advantage there... Fleets that decide to spend money and respec constantly will have a massive paid for advantage. As much as cryptic would love to be selling us respec tokens at the end of every match, the heck with that. I doubt we would ever join a mixed torny, one or the other sure. A turney that has a ground division and a space division, sure.

If you allowed in a rule set for more then one toon for each player, so a ground spec and a space spec could be entered that would help... but bottom line I doubt the uptake would be all that high......... lol ground.

Most of SOB would certainly not be interested in a mixed combat type league either.

I would also like to suggest, if it hasn't been already, that if your team does not fight for X weeks, your rank gets dropped down one step. And for every X weeks that you don't fight, you will continue to drop down a rank on the ladder until you reach the bottom. Having to work your way back up to the top of the ladder.

You do not pick who challenges you. And you do not decline challenges. If team #1 for example gets challenged by team #3, team 1 has to accept the challenge and schedule a date for the match and play it. They cannot decline. The same applies to the rest of the ladder, any time a challenge is issued it has to be accepted.
So are you saying noo challenges can be turned down. If so fine but if you are saying a team can refuse which would better since it could be abused that a low team could challenge teams that they no are not around to rank up. Either way a team could realistically stay on top uncontested. I feel the number #1 team has to defend itself regularly that means confirmed battles and confirmed refusals from other teams. That is all I am saying.

There are far too few PVPers in this game to place any limits on who they can fight.

Let me see a balance on ship types per team and I'll sign up for sure. Why? All Carriers=Tankfest. All Escorts=Cannonhell. All Sci ships(With all Sci Captains/Admirals) and you know it will be a SNB/Debuff-fest. So the default should be at least 1 of each ship type and at least 1 of each class of Captain/Admiral. No exceptions.

Heh, exactly.

The reason I said no Pengs/FAW/Scramble is because they're generally acknowledged to be broken within the PvP community. Hardly any experienced PvPer in a decent fleet uses FAW/Scramble due to their broken nature.

If they weren't banned, any tournament would just because a Scramble 3 Fest, with every Cruiser/Sci ship using FAW 1 and Beta.
