i just found out what's the use for the strange stats on the deflector: they makes flying in fluidic space as you are moving in space, simple as that

when you are in fluidic space there's some kind of friction and the ships tend to move slower and have a little bit less of turn rate, instead the deflector takes away this malus.

Pretty sure the main purpose is against Tractor Beams, but I can see what you are saying being an added bonus

And as that the only bonus, I have yet to see any positive set effect when i get tractored.

It works like Engines with the Aux suffix, allowing you to move using thrusters. Of course, with more than one tractor beam on you, or an opponent with TBIII and high Auxiliary power, you won't notice a difference, but otherwise you move at about 20% of your total speed.

Breen ship set=hold resist/transphasic torpedo buff. +handy energy drain. works great on science vessles and cruisers, not so good on escorts.

works quite well on my gyphon fleet escort, but you should see what it does for a BoP
