This might be a dumb question, but what do you mean by "you need 5 players"? Do you mean, all standing in front of the fleet ambassador at once? Or a team of 5 friends? Or 5 invites? Thanks.

Each member of the team must have played for 20 hours, or made a Cyptic Store purchase, or hold a subscription (Gold). They can not already be a member of a fleet.

also all 5 people must be in the same instance. even if not in the same area of said instance.
I'm running into the same error as well; two Golds and three freebies, all with 20+ hours on the clock. Has anyone else heard anything? I'd submit a ticket, but well...
