PvE alternative -- No idea.
Quite possible to exploit. -- perhaps with more ingame gm's add a report function ifa person is found to be flying without shields/ w.e to increase chance of getting ship.

Thsi is somewhat based on how titles work in gw. They are not necessarily rare but they are sought after. A bit more importance attached to titles can possibly breathe some more life into pvp and pve. Hopefully get those queues a popping.
