I've got to ask, How can Starfleet of missed this?

Was the apparent similarity between the two ever explored? Something is fishy between them. can someone enlighten me?

They didnt miss it. But given that he had a minor role in TNG and they wanted him for Voyager, they where willing to overlook that he had been cast before.

Dunno why they bothered to change his name though, could have just kept them as the same person (with a backstory he managed to get back into the academy and complete his training.)

Shows do this sometimes. e.g. the guy who plays Potter in M.A.S.H. appeared in a much much earlier episode as a crazy general they got thrown out of the army.

Other examples
Freema Ageyman played a member of Torchwood during Series 2 of Dr. Who, and then played a cousin of the first person and became a companion (Martha Jones) for Series 3. Although it's knda weird watching her play opposite Dr. #5 Peter Davison on Law and Order UK these days

Colin Baker Dr #6 played opposite Tom Baker's Doctor years before he became The Doctor himself

Jerry Orbach was a Defense Attorney on Law and Order a year before becoming a regular on teh show as Detective Lennie Brisco

I'm sure there are alot more than that too

Official story: the writers (and the actor who played both Paris and Locarno) believed Locarno was unredeamable.

Unofficial story: the producers didn't want to pay the royalties to the writer(s) who created the Locarno character.

Not the first time ST did this. The actor that played the Romulan captain in the TOS episode Balance of Terror came back later as Spock's father.

All good reasons and insights.

I don't have issues with the casting for in voyager, but it would of been a nice connection to explore.

Nicholas Locarno Expelled in his final year of the Academy. spends years in prison, where he is approached by Q. who offers him a way to fulfill his destiny in starfleet. ( as his skilled piloting and technology aptitude was to of saved the U.S.S Voyager in the delta quadrant. He agrees and Q snaps his fingers and we now have Tom Paris.

he enters Starfleet Academy and finds it difficult to deal with looks he gets, as people quietly notice the resemblance between Nicholas Locarno and Tom Paris, but never question it because he's the son of the great Admiral Owen Paris. The only vocal person being Mr. Boothby, who tries to guild Paris down the right path ( being a member of the Q Continuum who wanted nothing more than to grow his plants and live a simpler life) Tom retains all his memories of being Nicholas Locarno, but is warned by Q (both John de Lancie and Mr. Boothby) that he must never reveal his deal or it would cause things to snap back, and doom the U.S.S Voyager.

the back story that was given for Tom Paris, where he was a gear-head and an accomplished pilot who had issues with authority seems very familiar.

Ethan Phillips played three roles in startrek over the years.
