If you're a Tac you must use only antiproton cannons plus turrets to take advantage of their crits! My attack plan against the enemy escorts or bops, at the beginning I don't care about carriers and cruisers, is based on the tractor beam ability, so when it is turned on I'm ready to unleash a firestorm because these weapons at close range are devastating. My Captain skills with DEM 3, CRF1 and CRF2 tear apart the target not healed at once by a team mate, then I launch a ST2 to prevent a nasty SS or worse a SNB. But the tractor beam is unfortunately visible, so to defend myself from the retaliation I'm ready to activate TT1, EPtS 2 chained with EPtS3 and RSP1. And if my teammates are too occupied to help me I've a deuterium tank supply to run away quickly...

This game play is funny but dangerous, in a word exciting!

get rid of a cannon and throw in a tricobalt for good measure. You wont notice a difference in DPS because your weapons power will even out with less drain and you have a chance for some nice spike damage if you get a lucky shot

The 2/2 combination with Aegis and borg set is a bad idea. It is only worth if your flying an escort but not on a cruiser. Aegis may give you a slightly buff to Attack Patterns and Tactical debuffs; but the additional Borg proc is more benefitable considering your not an Engineering Officer who has abilities like RSF and Mircale Worker.

For DPS cruiser, you should go for Phasers; 8 Beams. Speccing into AntiProton to have a higher critical chance hit is a waste of skill points. You want probably more shield power and hull heals to have at least some survivability in PVP and can tank for a short duration. (Especially if you're not playing with fleet members or good pugs)

Try to cycle between Epts1/2 and Eptw to increase the resistance but as well as damage. Before you go into combat you hit Epts1, for example. While attacking you increase your weapon power by using Eptw and Alphastrike to take down your target as quickly as possible. (My own adivce is not to use all Tac abilities at the same time, because Sci players love to Subnuke your buffs.
For ambush attacks it is recommend using a Tactical Team or a RSP1.

In PVP speed is everything. If you're attacking escorts they will probably trying to get out of your Arc and will attack you either from the side or the back. This is why Engine power is very important. You can't utilize damage with 4 cannons and 4 turrets in the back. This is why you should carry more beams than cannons or torpedos. You may carry a tricobal in the rear to toss back Defiants or Bops in case they're pursuiting you.

For your boff layout I suggest:

Lt.Com Tac: TT1, AP B1, BO3
Ens. Eng.: Eptw1
Lt. Eng: ET1, Epts2
Com. Eng: ET1,RSP1, Epts3, DEM3
Lt.Sci.: HE1,TSS2

As far as your point wit the 2/2 combo goes, I disagree. I tend to drive my Excelsior as if it was a "Super Heavy Escort", the bonus' to maneuverabilty that the Aegis Engine and Deflector give does help me out. I never seem to have a real problem getting my target in arc with the DBB's. Speed is life, so if I can turn well, that helps me out greatly.

Considering I had 4 DBBs on my excelsior and played that build in PVP as well it still doesn't do half way damage as when I equip 8 Beam arrays. I've had several builds with my excelsior but non was better than having Full Beam arrays equipped.

You should talk to MelineAaele (Mel) from my fleet she did an awesome job with a turret build.
