Why would anyone ever waste an Engineer Cmdr slot on tractor beam protection? Aux to SIF 3 and Extend Shields 3 are incredible powers. Leave tractor protection to a low level skill like Polarize Hull.

I'm surprised the Rotate Shield Frequency ability doesn't do that now,

However, with Reverse Shield Polarity would be nice if it reversed the tractor beam and pushed you away from it. Giving you a small speed boost.
